This was a typical Raptor hacker who repeatedly spammed the Comet Splash ability with no cooldown.
The player then deployed an Atlas and continued spamming the Firmament Burden and Ascension abilities. Both stayed underneath enemies, went underground, and teleported directly to enemy robots.
